The City of Oshawa has conducted a Study for a new collector road from Windfields Farm Drive West to Winchester Road West known as the Windfields Connection. This Harmonized Class Environmental Assessment (E.A.) Study has examined alignment, cross section, intersection and active transportation alternatives and is recommending a preferred alternative to address the needs of the Study Area. The Study has also determined the property acquisition required to implement the project.
The Windfields Connection E.A. Study has been undertaken as a harmonized: Category B Public Work Class E.A. Study under the Ministry of Infrastructure Public Work Class Environmental Assessment (2012) (Hydro One Easement); and Schedule B Municipal Class E.A. Study under the Municipal Class Environmental Assessment (2015). A Project File has been prepared which includes a summary of the planning solutions, consultation process, existing environmental issues, evaluation of alternatives and mitigation measures that have been developed to address environmental concerns. The Project File will be available online at https://www.oshawa.ca/windfieldsEA from July 12, 2021 to August 10, 2021.
Outstanding Issues after Project File Review
The Environmental Assessment Act has been recently amended through the COVID-19 Economic Recovery Act, 2020 regarding outstanding concerns remaining after individuals / parties have reviewed the Project File. In the event there are outstanding concerns regarding potential adverse impacts to constitutionally protected Aboriginal and treaty rights, a Part II Order request on those matters should be addressed in writing to both the Minister and Director, no later than August 10, 2021.
